New Report: The global learning crisis continues to hit hardest in the world’s least developed countries, where foundational learning outcomes remain critically low.

While some countries are making progress, the latest Foundational Learning Action Tracker (FLAT) report, launched at the 2024 UN General Assembly in collaboration with UNICEF, shows that in many of the regions most in need, there has been little to no overall progress since 2023.
The lack of progress, especially in regions like Sub-Saharan Africa, highlights the urgent need to focus on basic, cost-effective, sustainable, and scalable interventions that directly impact children's learning. With 3/4 of countries showing no substantial progress since 2023, the data clearly signals that efforts must be intensified in the regions where foundational learning outcomes remain critically low.

Advancing foundational learning in the world’s least developed countries is a complex challenge requiring close collaboration between governments, donors, and key organizations. Through strong partnerships, the focus remains on supporting the implementation of interventions that are cost-effective, sustainable, and scalable. These partnerships are crucial in ensuring that foundational learning remains a priority on the global agenda, particularly in regions where progress has been slow.
The FLAT report serves as both a tool for accountability and a guide for future action, driving governments and partners to implement solutions that work for the most vulnerable children.
