Impact Accelerator: Investing in organisations improving foundational learning

The Impact Accelerator is built on a simple idea: when philanthropy works closely with organisations that support the education sector, funding can go further and achieve more.

Developed through a partnership between Global Schools Forum and the Hempel Foundation, the Impact Accelerator supports education organisations in low- and middle-income countries to strengthen their capacity and grow their work.

By combining financial support with technical expertise and coaching, the initiative helps organisations deepen their impact and contribute to stronger education systems. Ultimately, the goal is to create the conditions that allow promising ideas and approaches to reach many more children.

Meet the partners:

EducAid Sierra Leone


EducAid works hand-in-hand with communities and the Ministry of Basic Secondary Education (MBSSE) to strengthen education, teaching and learning in Sierra Leone.

  • Success so far: EducAid work reaches 350,000+ children, 4,000+ teachers, and 1,400+ schools across Sierra Leone. The District of Excellence programme is strengthening education for more than 308,500 children in Porto Loko, Falaba, and Pujehun district alone.


  • Scaling pathway: EducAid´s vision is to impact every school and ensure safe, quality education for every child in Sierra Leone. Working hand-in-hand with the MBSSE, EducAid aims to scale a solution across Sierra Leone by replicating their successful implementation in Porto Loko district, securing appropiate funding.

  • Top challenges:
    • Finding the right partners for sustsainable expansion and progress
    • Finding the right measures for improving student/teacher contact time, student safety and student learning.

Aasaman Nepal


Aasaman Nepal established in 1999, is a national- level NGO having strong foundations at the local level with marginalized people. The organization works to have an impact on right holders and authorities in the areas of education and child protection, health and nutrition, DRR, women empowerment, NRM and assistance for livelihoods.


  • Success so far: Till date, Aasaman Nepal served 2500+ schools and 10,00,000+ children. In the last fiscal year, we reached 511,507 people across the country including 104,818 youths. We worked closely with 225 Local Governments (LGs) to initiate Local Education Plans (LEPs) across four provinces and contributed to formulation of Province Education Policy of Madhesh Province.


  • Scaling Pathway: Aasaman Nepal will continue to champion child rights, leading province- wide campaigns to eliminate child labor and ensure every child is enrolled in a Full-Time, Formal Day School. Furthermore, we envision stronger multistakeholder partnerships at all levels aligning with national priorities.


  • Top challenges:
    • Global funding shifts reduced resources for education and community empowerment challenging us to reimagine our
      strategies and diversify funding sources.
    • Post follow-up of and scaling up successful project models in the areas we work.

Education Network


Education Network works with primary schools, teachers, supervisors and local communities in Madagascar to improve learning outcomes in Malagasy and mathematics. They strengthen continuous in-service teacher training through school-based coaching, peer learning, better use of official curriculum materials, and reinforced local supervision systems.


  • Success so far: Across two districts (Vondrozo and Farafangana), their
    approach enabled 600 teachers from 170 schools to strengthen their skills to better implement the curriculum, to make better use of materials, and to improve progressively their classroom practices, contributing to measurable progress in mathematics and Malagasy at primary level.


  • Scaling Pathway: Scaling by embedding our
    model in public structures like Teacher Networks and Professional Development Days, expanding beyond target schools. Through coaching of local supervisors, Education Network enables government actors to provide ongoing teacher support using teaching and audio-video materials.


  • Top challenges:
    • Ensuring consistent supervision quality and regular coaching across remote areas.
    • Addressing gaps in teachers’ initial subject mastery while scaling rapidly

Mouvement National Pour L´Éducation Pour Tous (MONEPT)


MONEPT strengthens community leadership to improve the quality of education in Madagascar. The organisation equips school governance committees (FEFFIs), teachers, and CSO actors with the skills and accountability tools needed to improve and influence education systems, placing communities at the centre of decisionmaking and connecting them to national authorities.


  • Success so far: MONEPT has strengthened school governance across, working with hundreds of FEFFI members, teachers, and
    local CSOs, positively influencing thousands of students. At national level, MONEPT contributes to education dialogue through its initiatives, positioning community-led accountability as a credible pathway to improving education and governance.


  • Scaling Pathway: MONEPT scales through a systemsstrengthening and partnership model rather than direct service expansion, embedding their tools within existing CSO, FEFFIs, and government instead of creating parallel systems. By institutionalising citizen monitoring and training locals networks to replicate our approach.


  • Top challenges:
    • Institutionalization: Collaboration is welcomed, but integrating citizen monitoring into formal education planning is slow due to bureaucracy.
    • Sustainable financing: Expansion depends on donor projects.

IEE Rwanda


IEE Rwanda delivers evidence-based remedial education, strengthening
foundational literacy and numeracy for primary learners in less resourced
schools. The organisation partners with schools and communities to deliver targeted instruction, build formative assessment capacity, and generate data to drive scalable learning improvement.


  • Success so far: Across 5 rural districts, IEE Rwanda have impacted 2,290+ educators and leaders, reached 83,900+ learners, and driven
    measurable improvements in literacy and numeracy outcomes across 155 primary schools. In partnership with UNICEF Innocenti and the University of Rwanda, we are currently running a mixed-methods 2-arm RCT with 70 treatment vs 70 control schools.


  • Scaling Pathway: IEE Rwanda is intending to scale the Remedial Learning Project to more low resourced schools, thus improving basic numeracy and literacy for more children. The organisation is planning to adapt their model based on lessons learned during this phase and use it to improve Math and English teaching practices.


  • Top challenges:
    • Limited systematic testing and robust financial projection frameworks.
    • Limited MEL systems and capacity for outcome tracking, automation, data visualization, and qualitative data approaches to support evidence-driven scale-up.

PAL Network


PAL Network is a south-south partnership of 17 member organisations working to promote children’s foundational learning across Africa, Asia, and America. PAL Network members conduct citizen-led assessments and learning intervention programmes aimed at improving learning outcomes.


  • Success so far: Through citizen-led, household-based assessments, PAL Network has assessed 9+ million children and engaged 1+
    million community volunteers. In 2025, the Network produced nationally representative learning data across 11 countries, and through the My Village programme, 30,000+ children participated in community-led learning intervention.


  • Scaling Pathway: PAL Network aims to scale by replicating PAL Network’s citizen-led assessment and action model through member organisations, using shared tools and standards, while expanding to new geographies and embedding the approach within government systems to strengthen the use of learning data in policy and practice.


  • Top challenges:
    • Funding constraints, especially for assessments as donors
      prioritize interventions over data.
    • Complexity of multi-country assessments, requiring high
      technical capacity and time.

Global Schools Forum - GSF - is a collaborative community, innovation accelerator, and partnership builder working to improve education at scale for underserved children in low- and middle-income countries.

Through capacity-building, policy advocacy, and knowledge-sharing, GSF strengthens the impact of schools and organizations working to expand access to quality learning opportunities.

EducAid Sierra Leone is supporting education system strengthening through its Top Ten Strategies for Teaching & Learning (ETTS) and District of Excellence model. Drawing on 30 years of experience, EducAid supports over 850 schools across six districts, equipping Ministry teams, school leaders, and teachers with practical tools to build safe, respectful, and effective classrooms - ensuring every child is in school, safe, and learning.

Education Network Madgascar project mobilizes local leaders to support educational supervisors, enables teacher self-training through accessible digital modules on tablets or phones, and promotes the creation of localized educational tools. This innovative approach combines simple technology, community engagement, and local educational groups to improve teaching practices and, ultimately, student outcomes.

MoNEPT, or the National Movement for Education for All, is a platform that brings together different organizations working in the education sector. The platform’s main mission is to advocate and take action in support of quality and inclusive education in Madagascar. It works to promote universal and equitable access to education, ensuring that every person can realize their dignity and fundamental human rights.

IEE Rwanda works across Rwanda to strengthen education systems and improve learning outcomes for children. Through partnerships with communities and education stakeholders, the organization supports quality education and the wellbeing of school children.

IEE promotes competency-based teaching and learning to help students build the knowledge, skills, and attitudes needed for lifelong learning, working closely with stakeholders across Rwanda’s education system.

PAL Network - People’s Action for Learning - is a global coalition of organizations working to improve learning outcomes through citizen-led assessments and community-driven education reforms. By generating data on foundational learning and advocating for evidence-based policies, PAL empowers governments and communities to ensure all children acquire essential skills in literacy and numeracy.
